It's a beautiful image of Perry's transvestite alter ego Claire. She wears a tunic depicting a famous painting of a war scene... there is a battle between masculinity and femininity in the piece.
Claire herself is an image of the modern woman Perry wanted to portray when it was made in the 1980's. He was obsessed with the look of newsreaders, conservative feminine dress, lacquered hair, Princess Diana, Grayson Perry has even mentioned Thatcher as a muse, at least for her style rather than her politics.
